Poison is no novelty as a weapon of murder. The weapon worked by polluting the air that a targeted population was obliged to breathe. its path of travel needs to be predicted as accurately as possible. Large scale effects are available, only if the material can be dispursed in the form of vapour, or an aerosol cloud, of liquid droplets, or solid particles that can then be inhaled. A cloud is primarily a respiratory hazard. In common parlance today, and in the present report also, chemical weapons are those which work principally through toxicity, capable of causing death, temporary incapacitation or permanent harm. Only in recent times, however, have the weapons moved from the insignificant, to the mass destruction end of the spectrum. Technological change has brought this about. Respiratory agents are inhaled, and either cause damage to the lungs, or are obsorbed causing systematic effects. Viral and chemical agents have been implicated in the causation of cancer in humans. Whoever knowingly develops, produces, stockpiles, transfers, acquires, retains, or possesses, any biological agents, toxin, or delivery system for use as a weapon, shall be fined or imprisoned for life or any term of years, or both. The term “for use as a weapon”, does not include the development, production, transfer, acquisition, retention, or possession, of any biological agent, toxin, delivery system for prophylactic, protective, or other peaceful purposes.” Purposes Not Prohibited Under this Convention" Industrial, agricultural, research, medical, pharmaceutical, Military purposes Law enforcement, including domestic riot control purposes.
