MacGyver represents the Phoenix Foundation in a preliminary report on a building project to determine whether a more extensive environmental impact study will be required. Remick, the company lawyer, tries unsuccessfully to buy off MacGyver. On the way back from the site he is nearly run off the road by a construction truck. Mr. Knapp, the developer, hires Deborah to either influence him or get rid of him. He falls in love with her, but rather quickly she sees that Nikki is also important to him. She breaks into Nikki's apartment and stabs the dog that Nikki is keeping for her neighbor. The incidents don't scare Nikki and MacGyver off, so Deborah sets up an explosion on his boat which he survives, although he has temporary flashburn. Knapp meets with Deborah again and demands results. Meanwhile, Pete and Nikki have begun to realize she is a fake. Deborah is driving MacGyver up the coast, where she plans to kill him. She sees a highway patrol roadblock ahead, so she warily turns around and stops at a deserted building. He wins out in a violent confrontation with her, and after being arrested she turns on Knapp in exchange for a reduced prison sentence.
Deborah: MacGyver, the world is wired a certain way. The best we can do is make it work for us.
MacGyver: Now see, I don't believe that.
Deborah: Even if the alternative is that they'll kill you?
MacGyver: I'll try not to let that happen.
