BYLAWS
OF THE SOUTHERN ILLINOIS LIBERTARIANS

as amended on August 21, 2003

ARTICLE I

Name

     The name of this Chapter of the Libertarian Party of Illinois shall be the “Southern Illinois Libertarians,” hereinafter referred to as the “Chapter.”

ARTICLE II

Object

     The object of the Chapter shall be to promote the ideals specified in the Libertarian Party Statement of Principles by any means consistent with those principles. Specifically, the Chapter will move public policy in a libertarian direction by: building an organization that elects Libertarians to local office; helping to elect Libertarians to state and federal offices; and engaging in public information activities.

ARTICLE III

Membership

     Section 1. Membership Criteria. A Chapter member shall be any person whose dues are current in both the Libertarian Party of Illinois and the Southern Illinois Libertarians.
     Section 2. Dues. The annual dues shall be twelve dollars, payable in advance on or before July 30 of each year. Members joining after July 30 shall pay dues at a pro-rated amount on a monthly basis.
     Section 3. Excepting officers, the distribution of the name of, and any information about, any Chapter member shall be limited upon request of that person to the Chair of the Chapter.

ARTICLE IV

Officers

     Section 1. Officers and Duties. The officers of the Chapter shall be a Chair, a Vice-Chair, a Secretary, and a Treasurer. These officers shall perform the duties prescribed by these bylaws and by the parliamentary authority adopted by the Chapter.
     Section 2. State Organizing Committee Representative. The Chair will serve as the State Orgainizing Committee Representative and serve on the Libertarian Party of Illinois State Organizing Committee. The Vice-Chair shall serve as an alternate.
     Section 3. Chair's Ex-Officio Committee Membership. The Chair shall be ex-officio a member of all committees except the Nominating Commitee, if established.
     Section 4. Nomination Procedure, Time of Elections. At the annual meeting, nominations for officers will be taken from the floor. Following nominations, the officers shall be elected by ballot to serve for one year or until their sucessors are elected, and their term of office shall begin at the close of the annual meeting at which they are elected.

ARTICLE V

Meetings

     Section 1. Regular Meetings. The regular meeting of the Chapter shall be held on the third Thursday of each month unless otherwise ordered by the Assembly or the Executive Board.
     Section 2. Annual Meetings. The regular meeting in July shall be known as the annual meeting and shall be for the purpose of electing officers, receiving reports of officers and committees, and for any other business that may arise.
     Section 3. Quorum. Four members of the Chapter, one of whom must be an officer, shall constitute a quorum.

ARTICLE VI

The Executive Board

     Section 1. Board Composition. The officers of the Chapter shall constitute the Executive Board.
     Section 2. Board's Duties and Powers. The Executive Board shall have general supervision of the affairs of the Chapter between its business meetings, fix the hour and place of meetings, make recommendations to the Chapter, and perform such other duties as specified in these bylaws. The Board may authorize needed expenditures and appoint special committees of the Chapter between its business meetings. The Board shall be subject to the orders of the Chapter, and none of its acts shall conflict with actions taken by the Chapter.
     Section 3. Board Meetings. Meetings of the Board may be called by the Chair or Vice-Chair, and may be conducted by telephone, by electronic mail, or in person.

ARTICLE VII

Parliamentary Authority

     The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern the Chapter in all cases to which they are applicable and in which they are not inconsistent with these bylaws and any special rules of order the Chapter may adopt.

ARTICLE VIII

Amendment

     These bylaws may be amended at any regular meeting of the Chapter by a two-thirds vote of members present, provided that notice of such amendment is provided to the Secretary no less than fifteen days before the next scheduled meeting, at which time it will be placed in the call of the meeting.

SPECIAL RULES OF ORDER

  1. Meetings shall be conducted as if they were meetings of a board. This rule shall not act to prohibit motions which close, limit or extend the limits, of debate.

STANDING RULES

  1. There shall be a standing committe to be called the Planning Committee to be made up of three people to be elected whose duty it is to foresee and prepare for our prescence at public events.
  2. The Southern Illinois Libertarians shall set aside time on the agenda for special Libertarian presentations.
  3. The Secretary shall send out draft copies of meeting minutes shortly after each meeting of the Chapter, to include the date, time and location of the next meeting.
