"The president again ruled out the possibility that the United States would negotiate directly with North Korea over its nuclear program, a prospect he said Kim would "love.""
Just because Kim wants it is enough of a reason to not give it to him.
"What if negotiating with him will solve all the problems with North Korea sir?"
"Does he want us to negotiate with him?"
"Yes sir."
"Then we're not going to do it. Let me know when he doesn't want to and we'll negotiate then."
