Players are encouraged to fill out a character sheet (link leads to an Excel spreadsheet) as well as a short bio, then email them to the GM so we can get started. PCs are starting off as 1st level students(BESM d20 pg 29) with the Unknown Superhuman Power attribute (BESM d20 pg 73), although I might except other characters depending on how they're written.
