- The Archdiocese of Boston Council Office has established and will maintain funding and dedicated accounting to assist its Conferences in their efforts to assist the poor with home heating oil in the winter months.
- The program will begin at the beginning of each calendar year, beginning January 1, 2009, and will continue until available funds are depleted or the winter season ends on March 15th.
- The Boston Council Office will create and distribute forms that Conferences will use for reimbursement purposes. These forms will be in both digital and hard copy formats. Forms will be made available to all Conferences by December 1st.
- The Council office will match one-half of the cost of the first 100 gallons of fuel oil as provided by the Conferences to their clients.
- Conferences will be eligible for Council reimbursement for oil heat deliveries that take place after 1 January. Deliveries of fuel oil made prior to that time will be the sole responsibility of the assisting Conference.
- To insure an equitable distribution of available funds, no Council District shall be allowed to appropriate more than twenty percent of the total budgeted funds.
- As an added safeguard, no Conference will be allowed to appropriate more than twenty percent of the funds provided to any District without the knowledge and approval of the District President for that Conference.
- Once the oil delivery has been made, and proper reimbursement forms are filled out and received by the Boston Council, the appropriate check will be mailed to the President of the assisting Conference. All Conference clients will be limited to one use of the available Council funds per calendar year.
- The Council will notify all Conferences once the Oil Heat budget reaches the $10,000 amount to serve as an alert to all Conferences and to alleviate their monetary concerns.
- All Conferences will document and report to the Boston Council, the fuel assistance made available to their clients. This includes help with and without Council funds, and will be due following the March 15th end of program date.
- Any Conference that fails to submit an Annual Report to the Boston Archdiocesan Council will not be eligible to participate in the program in the future.
- The Boston Council will include a line item in the Annual Conference Report to signify how much was spent on Oil Heat Assistance by each Conference during the calendar year.
- The Boston Council will accumulate all data and distribute a complete report to the Oil Heat Committee and to all District Presidents and Conferences following the March 15th end of the year program.
- The Oil Heat Committee will convene following the end of the Oil Heat season on March 15th. They will evaluate the program and make recommendations to the Boston Council for the future.
