Welcome to the new version of my blog, this
time with a commitment to survive the ICANN
meeting.
You’ll find here the
usual posts about the ICANN Meetings, the trips, Internet policy issues and
other topics, depending on my mood ;-) The formatting is still a bit, err,
hesitant, but I don’t have the time and nerves to fight with CSS and other
niceties. I’ll try to polish it up after the summer. Hope not to mess that
much with RSS feeds, this
time.

No much blogging from KL
Thomas is
not around (even if he still provides the aggregator , and notes from hwat he can follow
from the webcast). Bret does not seem to be around (even if he
provides his minimalist but always relvant pills: last one, probably of lesser
general interest, pointing to a presentation on .cat I made at the Registrars
meeting. To our desparation, the feline ghost keeps haunting us ;-)). So both No
Such Weblog and ICANN.Blog follow the event from afar. Such as CaveBear
. The ones blogging from hear appear to be Ross and Susan
. I added her blog and re-added Random Bytes to the
sidebar.As for me, I hope to
post more regularly from now on as the sotrm of continuous and conflicting
meetings has converged into the single-session days of the meeting. In which I
am just an observer.

Monday's summary: process-enhancement and budget
The two main topics throughout the day,
from the GNSO Council/Board breakfast to the First Meeting of the Two Name
Councils (the generic names and the country-code names ones) were "how to
improve our wfficacy, how to better communicate, how to manage our policy-making
procedures" (with usually one simple answer: better project management
techniques) and, indeed, budget. Here everybody seemed to want the registrars to
pay what they are asked for, but everybody is dragging their feet as all sort of
rumors about last-minute changes and deals are spreading around. I hope that for
once this will be discussed (note this: discussed, not just listened to) with
the Board during the Public Forum.

First day meetings: old and new
OK, the first ICANN Meeting day is over.
You know, the one with multiple meeting running in parallel, with agendas that
never completely adjust for those like me wanting to cherry-picj from here and
there ;-)
Besides the usual
meetings from GAC, ALAC and GNSO constituencies (escept IPC, which is becoming
a tradition, as well. Intellectual Property interest came here jsut for the
cybersquatting issue, and the UDRP. Now it's time to readjust the "user side" of
the GNSO, and a separate IPC does not seem to make sense anymore), GAC and ALAC.
The novelty was that we had two separate ccTLD meetings: the new ccNSO, with its
brand new ccNSO Council and apparently, the one from those not joining the ccNSO
(I can not confirm yet that this second meeting actually took place, but I've
been told it did).
It seems
that the ccNSO will now need through the usual times of trbubling structuring
that the GNSO already experienced. Let's hope it is much shorter this
time.

More on today's agenda: .cat presentations
Both the Cross Constiuency meeting (BC,
ISPC, IPC) and the Registrars are inviting sTLD applicants to make a short
presentation. So I'll take my GNSO Council hat offf, I'll put my puntCAT cap on
for some minutes. Perhaps the NCUC is also holding a similar
session.
A complete and
funny first day, it seems ;-)

OECD, gTLDs and... Sotheby's
Just before we all left for KL, the OECD
published its
report
on gTLD allocation issues. Lots of data, many graphs, some ideas and a stupid
conclusion: the best way to allocate gTLDs to registries is... through auctions.
Thanks a lot. So instead of voting this year controversial budget, we should
simply ged rid of ICANN and replace it with
Sotheby’s?
More on this report
during the coming days and weeks. Becasue some people may even pretend that this
is a good solution...

Wait, that's not all...
Besides the general agenda, today I have
the GNSO Council/Board breakfast (7:30am), the GNSO Council/GAC GNSO WG lunch
(13:00), the GNSO Council/ccNSO Council (first!) joint meeting (5pm). And the
Reception at 7.30pm. Besides that, jumping from Constituency meeting to
constituency meeting...

Amadeus Ex Machina
Deus ex machina (“God from the machine”): in Greek and Roman Drama, a god lowered onstage by a machine to resolve a hopeless situation. The phrase deus ex machina refers to any active agent who appears unexpectedly to solve and insoluble difficulty.
Here it is Amadeu who comes out from the Net not to extricate the protagonists of the Internet Governance drama from any difficult situation but rather to provide unsolicited, improbable and unhelpful comments to further tangle the plot (on ICANN but not only)
